Call for Proposals

For Industrial Renewable Energy Projects

Zangezur Copper Molybdenum Combine (ZCMC) invites interested and qualified entities to submit expressions of interest for the production of electricity consumed by the Company from renewable energy sources. Specifically, this call for proposals focuses on industrial-scale solar photovoltaic (PV) plants, encompassing project design, proposal of suitable land plots, financing, construction, management, and operation.

Applicants may submit the complete scope of work or only for specific components of the listed activities.

Deadline for submission of proposals: April 30, 2025, 17:00 Yerevan time.

Deadline for clarification inquiries: March 14, 2025, 17:00 Yerevan time.

Installed Capacity:  Applicants are required to propose projects with a capacity of up to 100 MW. The electricity generated must be used for ZCMC’s internal consumption. Location of electricity consumer: Kajaran Community, Syunik Region, Republic of Armenia.

ELIGIBILITY AND QUALIFICATION CRITERIA 

• The applicant must be a registered legal entity.

• Applicant must have demonstrable experience in solar PV installations since at least since 2022 and up to the proposal submission deadline.

• Over the past three (3) years, the applicant must have completed projects in the renewable energy sector with an average annual installed capacity of at least 3 MW.

•Applicants must provide evidence of at least two contracts over the past five (5) years for projects of similar nature and complexity. To meet this requirement, 70% of the work under these contracts must have been completed.

Content of the Proposal 

For Proposals Regarding Available Land 

If the proposal pertains to available land, it should include relevant information regarding the conditions of the land and potential sites for constructing the station. This information should enable the evaluation of technical parameters, including:

• Identification of potential locations with high solar energy yield, also considering their accessibility for construction and maintenance.

• Generating insights into the energy production capacity based on solar potential, climate, and geological conditions (including cloud coverage and temperature).

• Evaluation of connection possibilities to the grid and the related infrastructure to identify the most feasible connection options and associated costs.

• Feasibility of aligning with the initial technical requirements of the Electric Networks of Armenia.

• Estimation of the likelihood of obtaining a positive EIA conclusion.

• Potential issues involving local communities related to land use (e.g. land categorization, potential acquisition of lands, use of community lands, wh ere appropriate), and electricity generation.

For Technical Proposal 

The proposal must include any available information that:

• Clarifies the electricity production technology, taking into account the price-to- quality ratio, efficiency, and environmental conditions.

• Provides a basis for comparative calculations of the use of mobile and stationary structures.

• Allows for the calculation of annual average productivity.

• Includes preliminary design information for solar PV plants, covering possible dimensions, capacity, panel layout, inverters, and other key components (if available).

• Describes maintenance mechanisms for the system, including cleaning of panels, replacement of faulty panels, and software maintenance for inverters.

For Financial Proposal 

The proposal must include any available information that:

• Details capital and operating costs, including estimates for land acquisition, equipment procurement and installation, grid connection, and electricity generation.

• Calculates potential incomes and savings based on electricity production forecasts, ZCMC’s consumption levels, current tariffs, current and projected prices in the liberalized electricity market, available incentives, and other critical indicators.

• Includes financial analysis, such as cash flows projections, net present value, internal rate of return, and payback period calculations.

• Provides information on potential funding sources, such as grants, green loans, government incentives, and collaboration programs with investors, state and international organizations.

Legal information 

The proposal must contain information on regulatory and legal requirements, and permits including:

• Clarifications regarding permits (e.g., environmental permits, land acquisition permits, grid connection permissions), costs, and timelines related to renewable energy regulations and legislative frameworks.

The proposal must also evaluate potential risks and mitigation measures, including

• Technical risks related to equipment, their wear and tear, and grid connection, along with proposed mitigation approaches.

• Financial risks stemming from potential changes in electricity tariffs and policy adjustments in the energy sector.

All proposals must be submitted in Armenian or Russian, or English and in PDF format (duly signed). All correspondence and documentation between applicants, and the contracting authority (Client) must also be in Armenian or Russian or English.

Applicants shall be responsible for providing complete and accurate information in their proposals. Any material misrepresentation within the proposal can result in disqualification from further consideration.

The applicant must ensure that the proposal remains valid for sixty (60) days after submission.

Applicants may submit written inquiries for clarification regarding any part of this call for proposals.

All inquiries must be sent via email to the responsible person designated by the Client within the specified time frame. The Client must endeavour to respond to each inquiry within 5 (five) days.

The Tender Commission may, in its sole discretion, invite a preferred applicant for negotiation or clarification.
